Usually, yes. Recycled paper and soy inks do not slow a job down on their own. The main question on a tight deadline is whether the stock you want is available when the job needs to be printed.
Some recycled stocks are easy to source quickly, while a specialty sheet may need to be ordered from the mill or a paper merchant. Digital printing can also help on short runs, since it skips the plates and some of the setup that offset printing needs.
